in most provinces, an official who conducts civil marriages.
Type: 5. Frequency — Though the Government of Canada is the sole authority on marriage and divorce, each province has its own laws to regulate the formal ceremony of marriage. The term is virtually exclusive to Canada (see Chart 1). All provinces and territories, except Ontario, Quebec, New Brunswick and Nova Scotia appoint marriage commissioners, which explains the data in Chart 2. The criteria and duration of appointment vary by province.

In the event of any parties objecting to or not being desirous of adopting marriage by a clergyman or minister then, and in that case, notice must be given by one the parties in writing in a prescribed form to the marriage commissioner at least fourteen days before the intended marriage. Such marriage to be solemnized in the office of said commissioner in the presence of two credible witnesses and with open doors.
